(b)落實政府采購政策需滿足的資格要求：1、落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠；
2、扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；
3、優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實行強制采購。供應(yīng)商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策。

（2）具有市政公用工程施工總承包三級及其以上資質(zhì)，安全生產(chǎn)許可證（有效期內(nèi)）；
（3）擬派項目經(jīng)理具備市政公用工程專業(yè)注冊建造師二級及其以上資格；
（4）提供依法繳納稅收和社會保障資金、近三年沒有重大違法記錄的書面聲明；
(c)Specific qualification requirements for this program:(i) Comply with the provisions of Article ** of the "Government Procurement Law of the People's Republic of China" (ii) Not included in the list of dishonest persons subject to enforcement, parties to major tax violation cases, and records of serious illegal and dishonest behavior in government procurement by Credit China (******) and China Government Procurement Network (******). (3) The proposed project manager has the second-level qualification of registered construction engineer in municipal public works and above; (4) Provide a written statement that he has paid taxes and social security funds in accordance with the law and has no major illegal records in the past three years;
