(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加招標活動）；
（4）具有建筑工程施工總承包資質三級及其以上資質；
（5）安全生產許可證（有效期內）；
（6）投標人擬派項目經理的建筑工程專業(yè)二級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產考核合格證書；
（7）單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動；為本項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得參加本項目的采購活動。

(c)Specific qualification requirements for this program:(3) The Bidder must be a legal person or non-legal person organization legally established within the territory of China (branches are not allowed to participate in the bidding activities in their own name for this project).
(4) Possess a Grade 3 or higher General Contracting Qualification for Construction Engineering.
(5) Possess a valid Safety Production License (within its validity period).
(6) The project manager proposed by the Bidder shall hold a Class 2 or higher Registered Constructor qualification in Construction Engineering and a valid Certificate of Competency for Safety Production Assessment.
(7) Different suppliers whose unit responsible persons are the same or who have direct holding or management relationships shall not participate in the government procurement activities under the same contract. Suppliers that have provided overall design, specification compilation, project management, supervision, testing or other services for this project shall not participate in the

根據上海市財政局規(guī)定，本項目招投標相關活動在上海市政府采購云平臺（網址：******）電子招投標系統(tǒng)進行。投標人應根據《上海市電子政府采購管理暫行辦法》等有關規(guī)定和要求執(zhí)行。投標人在政府采購云平臺的有關操作方法可以參照政府采購云平臺中的專欄有關內容和操作要求辦理。 投標人應在投標截止時間前盡早加密上傳投標文件，電話通知項目負責人進行簽收，并及時查看政府采購云平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標截止時間上傳造成無法在開標前完成簽收的情形。未簽收的投標文件視為投標未完成。
