The main content includes: The project is located in the International Collaborative Innovation Zone of Lingang New Area, and aims to improve regional flood control and drainage capacity, increase river regulation capacity, and fully utilize the river's water diversion and drainage functions through break-point connection, embankment restoration, and water ecological treatment. (b)Qualification requirements to be met to implement government procurement policies:This project is specifically targeted at procurement for small and medium-sized enterprises

(c)本項目的特定資格要求：1）具有獨立資格的法人、其他組織；
2）本次磋商需要網(wǎng)上響應(yīng)，供應(yīng)商必須獲得上海市電子簽名認證證書（CA認證證書）；
3）具有良好的商業(yè)信譽和健全的財務(wù)會計制度、有依法繳納稅收和社會保障資金的良好記錄、參加政府采購活動前三年內(nèi)，在經(jīng)營活動中沒有重大違法記錄；未被“信用中國”、中國政府采購網(wǎng)列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴(yán)重違法失信行為記錄名單；
4）具有中華人民共和國住房和城鄉(xiāng)建設(shè)部頒發(fā)的施工總承包水利水電工程二級及其以上資質(zhì)；
5）具備有效期內(nèi)的安全生產(chǎn)許可證；
6）擬派項目負責(zé)人具有水利水電專業(yè)二級及以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項目的項目負責(zé)人。以上項目負責(zé)人以在上海市住房和城鄉(xiāng)建設(shè)管理委員會網(wǎng)站上查詢?yōu)闇?zhǔn)，在冊且無在建項目記錄（同一工程相鄰分段發(fā)包或分期施工的除外，響應(yīng)文件中需提交響應(yīng)截止日前 7 個工作日內(nèi)打印的注冊建造師《項目負責(zé)人基本情況表》（通過上海市建設(shè)市場信息服務(wù)平臺https：//ciac.zjw.sh.gov.cn/查詢、截圖）；
7）本項目不允許轉(zhuǎn)包；
8）本項目不允許聯(lián)合體響應(yīng)。

(c)Specific qualification requirements for this program:1) Legally qualified legal persons or other organizations; 2) Online responses are required for this consultation, and suppliers must obtain a Shanghai Electronic Signature Certification (CA Certification); 3) Must have good business reputation and sound financial and accounting systems, a good record of paying taxes and social security funds according to law, and no major illegal records in business activities in the three years prior to participating in government procurement activities; must not be listed as a dishonest executor, major tax violation dishonest entity, or record of serious illegal and dishonest behavior in government procurement on "Credit China" or the China Government Procurement Network; 4) Must have Level II or higher general contracting qualification for water conservancy and hydropower projects issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China; 5) Must possess a valid Safety Production Permit; 6) The proposed project
