簡要規(guī)則描述：本項目位于浦東新區(qū)南匯新城鎮(zhèn)蘆潮港社區(qū)，包含新蘆苑G區(qū)、新蘆苑H區(qū)、海尚明徠苑、海蘆月華苑、海蘆鏡湖苑、海匯長風苑、海匯清波苑七個小區(qū)，涉及**9個單元，總修繕建筑面積******.**平方米。建設內(nèi)容包括住宅單體（屋面工程、外墻面工程、公共樓道、單元出入口、排水設施）、附屬用房、附屬設施、環(huán)境空間（道路空間、景觀空間）等。采購人現(xiàn)通過本項目委托一位供應商提供財務（投資）監(jiān)理服務，主要工作內(nèi)容：全過程的資金監(jiān)控、財務管理、投資控制等（具體內(nèi)容以采購人的具體委托事項為準）。（具體內(nèi)容及要求詳見磋商文件第三章采購需求書）

Brief Specification Description:This project is located in Luchao Port Community, Nanhui New Town, Pudong New Area. It includes seven residential areas: New Luyuan G District, New Luyuan H District, Haishang Minglaiyuan, Hailu Yuehua Yuan, Hailu Jinghu Yuan, Haihui Changfeng Yuan and Haihui Qingbo Yuan. It involves **9 units with a total renovation construction area of **0,**6.** square meters. The construction content includes individual residential buildings (roofing works, exterior wall works, public corridors, unit entrances and exits, drainage facilities), ancillary buildings, ancillary facilities, and.

(c)本項目的特定資格要求：（1）供應商應配備專業(yè)技術人員和具有注冊會計師執(zhí)業(yè)資格的財務人員；注冊會計師執(zhí)業(yè)資格人員允許外聘或與有資質(zhì)的會計師事務所組成聯(lián)合體；
（2）供應商已參與采購項目的設計、招標代理、代建、工程監(jiān)理等工作，或供應商與承擔上述工作的單位存在控股、隸屬關系或者負責人為同一人的，應當回避；
（3）法人依法設立的分支機構以自己的名義參與本項目時，應提供依法登記的相關證明材料和由法人出具的授權其分支機構參加政府采購活動并承擔全部民事責任的書面授權。法人與其分支機構不得同時參與同一項目的采購活動。
（4）符合《關于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的供應商，不得參加本項目的采購活動。
（5）本項目接受聯(lián)合體響應,聯(lián)合體應滿足以下要求：參加聯(lián)合體的會計師事務所應取得《會計師事務所執(zhí)業(yè)證書》，若分所參與本項目必須提供總所的授權委托書和《會計師事務所（分所）執(zhí)業(yè)證書》，總所與分所不能同時參與本次采購活動；聯(lián)合體各方不得再單獨參加或者與其他供應商另外組成聯(lián)合體參加本次采購活動；
（6）本項目不允許轉包。
